The Digital Economy and Society Index (DESI) tracks EU, and its individual member countries, digital performance in a number of areas. In DESI 2019, Sweden ranked number 2, behind Finland. The areas where Sweden ranks lowest is in digital public services, business digitization, and e-commerce.

ā€˜Business digitisationā€™ has four indicators (as the % of enterprises using): electronic information sharing, social media, big data analysis and cloud solutions.

e-Commerce includes three indicators: the percentage of small and medium-sized enterprises (SMEs) selling online, e-commerce turnover as a percentage of total turnover of SMEs, and the percentage of SMEs selling online cross-border.ā€

I interpret this as Swedes being highly digitized, but Swedish companies and government less so.
