Swedish health care places 4th in the world
University of Washington has done a study financed by Bill and Melinda Gates Foundation. 195 countries were ranked by how well the health care systems managed to lower the fatality rates among the patients through various health care efforts.
Andorra was ranked number one, Iceland second and Switzerland third. Afghanistan and Haiti were the lowest ranked.

Yes, it all depends on what you measure. In this study it was lowered fatality rates by health care efforts.
